German AI company Aleph Alpha has introduced a new language model, Kolibri, designed specifically for public administration and industrial applications. The Heidelberg-based company says the model is built to run on infrastructure that customers control themselves, giving organizations greater control over how and where their AI systems operate.
The launch is part of Aleph Alpha’s broader effort to strengthen its position in the growing market for AI solutions tailored to governments and industries in Europe. This market has become increasingly important as organizations place greater emphasis on data protection, transparency, and control over the infrastructure supporting their AI systems.
Kolibri Focuses on German-Language AI
Aleph Alpha CEO Ilhan Scheer said Kolibri demonstrates that Germany has the talent and technical expertise needed to develop competitive AI models.

The company also links the launch to the broader idea of AI sovereignty — the ability to make independent decisions about AI technology, develop and improve it locally, and give customers greater control over how the technology is deployed and used.
For public institutions and industrial organizations, that control can be particularly important when AI systems are being integrated into everyday workflows and processes.
Aleph Alpha co-founder Samuel Weinbach said Kolibri was developed specifically around the requirements of German-language applications. He highlighted the model’s ability to reason in German, describing this as an important step toward making AI more practical for everyday use.

AI Sovereignty Remains a Key Focus
Aleph Alpha, headquartered in Heidelberg in southwestern Germany, has positioned itself for years as a European provider of sovereign AI solutions for governments and industrial customers.
Rather than focusing solely on general-purpose AI, the company has emphasized systems that allow organizations to retain greater control over their data, infrastructure, and AI deployments.
That approach reflects growing interest in AI sovereignty across Europe, particularly among organizations that need to balance the benefits of advanced AI with requirements around data protection, transparency, and infrastructure control.
Aleph Alpha Targets Government and Industry
Kolibri is aimed at a market where reliability, control, and language-specific capabilities can be particularly important.

Aleph Alpha currently employs around 200 people across four locations in Germany, maintaining its focus on developing AI technology from within Europe.
Aleph Alpha and Cohere Deal
The launch of Kolibri comes as Aleph Alpha continues to navigate a changing European AI landscape.
At the end of April, Aleph Alpha and Canadian AI company Cohere announced what they described as a “trans-Atlantic merger.” In practical terms, however, the deal amounts to an acquisition of Aleph Alpha by Cohere.
The development adds another layer to Aleph Alpha’s strategy as it seeks to compete in the market for AI systems aimed at governments and industrial organizations.
With Kolibri, the company is continuing to emphasize German-language capabilities and AI sovereignty — two areas it sees as important to making advanced AI more suitable for European public-sector and industrial use.
